South Korea's system semiconductor industry is currently facing a critical crisis, holding a mere 2% share of the global market.
Our association is committed to breaking through this challenge and ensuring the fabless industry becomes the new driving force of Korea's economy. To this end, we will focus our efforts on the following 5 key priorities.

First,
we will lead the policy environment for fabless growth. We will transform the manufacturing-centered support structure to better suit the fabless model and ensure practical policies — such as tax credit cash refunds — translate into tangible market results.

Second,
we will activate the ecosystem through industry-academia-research-government partnerships. By introducing foundry co-prosperity quotas and demand-linked programs, we will build a virtuous cycle connecting development, mass production, and market entry.

Third,
we will build a tangible global Sales pipeline. Through integrated platform support and joint overseas technical assistance hubs, we will establish a system that directly connects domestic fabless companies with global customers.

Fourth,
we will cultivate practice-ready professionals centered in Pangyo. We will develop immediately deployable talent and introduce employment-conditional education tracks to address the workforce shortage facing our member companies.

Fifth,
we will redefine the value and standing of the fabless industry. By building social consensus on its importance and fostering a vibrant ecosystem that attracts top talent, we aim to position it as the new heart of Korea's economy.
